A Valencia man who teaches in the Los Angeles Unified School District was arrested Tuesday at the Van Nuys Educational Service Center.
Douglas Randolph Collins, 46, of Valencia, was arrested and charged with possession of child pornography.
“There is no crime more heinous than that which is committed against the most vulnerable victims, our children,” said Adam P. Behnen, Inspector in Charge of the United States Postal Inspection Service – Los Angeles Division. “Postal Inspectors remain committed to the investigation of child pornography and the protection of our nation’s youth.”
It is a felony in California for anyone to possess images depicting a minor under the age of 18, lewdly displaying their genitals or engaged in or simulating “sexual conduct.” It is alleged that Collins, possessed numerous DVDs of child pornography, which he ordered online and received through the mail.
Collins was a fifth-grade teacher at Fernangeles Elementary in Sun Valley from 2004 through 2010, according to the Los Angeles Teacher Ratings.
If convicted, Collins faces up to one year of imprisonment, a fine not exceeding $2,500 or both.

This case was investigated by the United States Postal Inspection Service, the Los Angeles School Police Department, the Los Angeles County District Attorneys Bureau of Investigations, the Los Angeles Police Department, with assistance provided by the Los Angeles Sheriffs Department and the Joint Regional Intelligence Center.
It is being prosecuted by Los Angeles County District Attorney’s office.

The defendant is presumed to be innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
